The hotly debated legislation stopped short of calling for a culling of the bear population through hunting.

Stealing in Children and Adolescents

Parents should consider whether the child has stolen out of a need for more attention. In these cases, the child may be expressing anger or trying to "get even" with his or her parents; the stolen object may become a substitute for love or affection. The parents should make an effort to give more recognition to the child as an important family member.

- tell the child that stealing is wrong

- help the youngster to pay for or return the stolen object

- make sure that the child does not benefit from the theft in any way

America Is Having a Violence Wave, Not a Crime Wave

A historic rise in homicides in 2020—and continued bloodshed in 2021—has incited fears that after years of plummeting crime rates, the U.S. could be headed back to the bad old days, when a crime wave gripped the country from the 1970s to the 1990s.

The murder rate rose by nearly 30 percent, the largest increase on record. There were about 21,500 murders, or 6.5 per 100,000 people. Aggravated assault, the most common form of violent crime, rose 12 percent. Among other components of the violent-crime rate, robbery actually decreased and rape reports were flat. But property crimes overall fell 8 percent, led by drops in burglary and larceny—though motor-vehicle theft increased.

'Not enough to go around': US states struggle to decide who should get Covid vaccine first

Colorado public health experts planning for an imminent Covid-19 vaccine recommended a vulnerable population living in crowded housing for early vaccination – the state’s prison and jail inmates.

It is a population living in tight quarters where it’s almost impossible to social distance, and these institutions have seen some of the largest outbreaks of Covid-19 in the nation. For all those reasons, they were part of an early phase of the state’s vaccination plan.

But inmates are not, as a rule, a politically popular constituency.

Nowhere to go: Some inmates freed because of coronavirus are 'scared to leave'

John Mele is one of roughly 700 inmates who were released from county jails in New Jersey to address the growing novel coronavirus pandemic. But when he was handed two bus tickets and freed, he said he was frightened, not relieved.

"I was scared to leave," Mele told CNN. "There ain't too much sh** that I'm scared of. I'm scared of heights and I'm scared of going to something I don't know about."

He said he was given five minutes notice last Thursday after he was told he was leaving the jail three months earlier than his sentence for breaking into a fishing store. He had no place to go and no assurances that he was healthy.

"No temperature check. Nothing. They gave me two bus tickets," Mele said. He was steered toward a homeless shelter, but said he refused, concerned the virus would be spreading inside the cramped housing complex.

"I'm telling you the honest truth, if I had to go to a homeless shelter, I'm going back to jail.
