In a matter of months, the foster care system found itself drowning in hundreds of new cases. By 2017, the state needed space for 6,000 additional foster children – an influx equivalent to the size of the entire foster population of the state of New Jersey.

But lawmakers, child welfare leaders and Scott did not hire more caseworkers or increase the money paid to foster families to make more homes available. And they failed to tackle the root problems driving most of the removals: lack of access to drug treatment, mental health care and domestic violence services for parents.

Instead, they stood by as foster care agencies packed children into overcrowded homes and sent nearly 200 boys and girls to foster parents previously accused of abusing or neglecting the children in their care, a USA TODAY investigation found.

Sex education has been updated for the modern world — from sexting and pornography to gender identity 

 

For the first time since 2000, the official guidance on relationships and sex education (RSE) in England is changing. From this month, RSE is mandatory in every secondary school, regardless of whether they are state or private (though the Government has said it will make allowances for schools as yet unable to implement the change because of the coronavirus crisis).

Relationships education – which is now compulsory in every primary school – will mainly deal with families and friendships. It will cover the risks of online relationships, digital privacy, physical boundaries and recognising abusive behaviour.

But will the new guidance protect and empower young people for sex and relationships in a modern world?“The curriculum puts the physical health and emotional wellbeing of young people at its core,” Chiquita Henson, headteacher of Cirencester Deer Park School, a secondary school in Gloucestershire, tells i.

I welcome and respect sex education but will its reach push it forward or away? Are we going to spin tales of delusions and what ofs? Are mom and dad going to be involved? It's part of their job too.

Popeyes worker is fired after San Antonio cop claims he SPAT in his food, yelled 'All cops are b*****ds' (blockheads?) and wrote 'ACAB' on his meal box 

 

A Popeyes employee has been fired after a cop in Texas claimed his food had been tampered with.

According to the San Antonio Police Department Officer A. Martinez said he heard the fast food restaurant worker making derogatory remarks about members of law enforcement while getting his meal of chicken, mashed potatoes and gravy at the drive-thru.

The cop claims that he had already begun to eat the meal then saw 'ACAB' – an abbreviation for 'all cop are b*****ds' - written inside in black marker and noticed what looked like saliva on his food.

Indians Forced Into Quarantine Are Dying in Lockdown—but Not From Coronavirus 

 

No one noticed when an 82-year-old man, forced into quarantine after returning from a trip to another state, died in his home in the village of Mohammadpur Khala in Uttar Pradesh.

His neighbors, who had refused to go near the man’s house out of fear he had brought back the coronavirus with him, only noticed something was wrong when the stench from his decomposing body became overwhelming.

Elsewhere in India, farmers are taking their own lives because they can’t get laborers to harvest their crops. Police are accused of beating lockdown violators to death. Migrant workers are dropping dead after being forced to walk hundreds of miles home. Alcoholics are dying from drinking methanol because all alcohol sales have been banned. Children are dying of starvation.

Chicago Man Killed Himself and a Woman After Fearing They Had Coronavirus, Police Say 

 

Police say a man in the Chicago area shot himself and a woman in his apartment after fearing both had the new coronavirus, The Chicago Tribune reports. Will County Sheriff’s deputies found the bodies of Patrick Jesernik, 54, and Cheryl Schriefer, 59, during a welfare check Saturday that had been requested by Jesernik’s family, who had not heard from him. Family members said Jesernik had been afraid that he was suffering from COVID-19 and that Schriefer had been having trouble breathing. Tests for COVID-19 came back negative for both after the apparent murder-suicide. The prohibition of any group larger than 10 people to slow the spread of the coronavirus has stymied recovery and domestic violence prevention efforts across the world.

Murders, shootings up after first quarter of 2020 

 

Chicago saw an uptick in murders and shootings during the first quarter of 2020, compared to the same period last year, according to data collected by Chicago police.

However, the 24 murders in March 2020 alone was a 36% drop from the 35 murders in March 2019, police said. The number of shootings in March 2020 rose about 7% from March 2019, from 136 to 145.

In total, 93 people were killed in Chicago between Jan. 1 and March 31st, police said. That is a rise of about 13% compared to the 82 murders during the same period last year.

The Chicago Sun-Times also counted 93 murders so far this year.

Through the end of March, the city recorded 419 shootings, or a rise of about 22% from the same period in 2019, when there were 344 shootings, police said.

Woman Allegedly Drowned Grandson, Told Officers The 4-Year-Old Boy Was ‘Better Off In Heaven’ 

 

The Howard County Prosecutor’s Office on Monday charged Helen Martin, 56, with murder and neglect of a dependent resulting in death, WTHR reports. Officers with the Kokomo Police Department took the grandmother into custody on Saturday after responding to a report at a private residence of an individual who was unconscious.

Upon their arrival, police found Martin’s unresponsive 4-year-old grandson being treated by first responders, according to another WTHR report. He later died after being taken to the Community Howard Regional Health Hospital.

Martin’s husband Brian Martin told police upon their arrival that his wife had drowned the child, and Helen allegedly admitted that she’d held the boy’s head underneath the water while giving him a bath, WTHR reports.

Man, Uncle Murdered on Rural Road Were Hunting to Feed Family After Coronavirus-Related Layoff 

 

On Saturday, as they hunted for food for their families after one lost his job amid the coronavirus pandemic, two Canadian men — an uncle and his nephew — were fatally shot along a rural road in Alberta, and police are investigating who killed them.

According to local reports from the National Post, the Edmonton Journal, and the Calgary Sun, Jake Sansom, 39, and Morris Cardinal, 57, were found dead on Saturday, a day after heading out on a moose hunt.

The Friday hunt was successful, as they returned home with one moose. They immediately went back out for a second.

The bodies were discovered on a country road near a black pickup truck early Saturday morning, north of Glendon, Alberta.

10 hurt in Chicago weekend shootings amid virus outbreak 

 

CHICAGO -- Ten people were shot during weekend attacks on Chicago's South and West sides, despite a statewide order that took effect requiring people to stay indoors because of the coronavirus pandemic.

One of the 10 people who were shot died , the Chicago Sun-Times reported. Last year, four people were killed and 10 others were wounded in shootings over the course of the same weekend.

Thomas Valva's Mom Says She Was 'Begging' for Help to Save Boy, 8, from Cop Dad's Abuse 

 

For years, Justyna Zubko-Valva fought to expose the alleged physical, emotional, and mental abuse she says her sons suffered at the hands of their father and his fiancée. But the mom says her pleas for help fell on deaf ears — and the system’s failure led to the death of her 8-year-old son, Thomas.

“It’s such a tragedy that could have been prevented so many times by so many people,” Zubko-Valva tells PEOPLE.

On Jan. 17, Thomas died from severe hypothermia after allegedly being forced to spend the previous night in the frigid garage of the Center Moriches, New York, home owned by his father, New York Police Department Transit Officer Michael Valva, 40, and his fiancée, Angela Pollina, 42.

The night prior, Thomas and his older brother, Anthony, who are both on the autism spectrum, were allegedly provided no blankets or pillows, and had to sleep on the ice-cold concrete floor. The next morning, Thomas collapsed and lost consciousness.

'Wonderful' Michigan Girl, 9, Is Mauled to Death by 3 Dogs, and Pet Owner Is Arrested 

 

A 9-year-old girl riding her bike near her family’s Detroit home died after an attack by three pit pulls Monday afternoon, after the girl’s father said he’d warned the dogs’ owner that his fence was too flimsy to hold back the animals.

“We had an argument about it just last week and he just didn’t take care of his dogs properly. He could have prevented this,” the father, Armando Hernandez, told Detroit radio station WWJ.

The girl, Emma Valentina Hernandez, was taken to Children’s Hospital of Michigan and died from her injuries in what the Wayne County medical examiner ruled was an accident, reports The Detroit News.

Playing video games does not make you a mass shooter, expert says 
 

During a speech on Monday addressing the recent mass shootings in El Paso, Texas and Dayton, Ohio, President Trump call for an end to — or substantial reduction of — the "glorification" of violence in "gruesome and grisly" video game culture. While some are quick to blame video games for real-life acts of violence, experts say there is no such link.

"When it comes to actual serious criminal violence, there's virtually no evidence that video games matter," James Ivory, professor and research director at Virginia Tech, told CBS News.

Ivory has researched the social and psychological dimensions of media, particularly the content and effects of video games. He says he's determined that a lot of things influence violent crime — but the media we consume is not one of them.

Pet Dog Mauls Elderly Man, Bites Off Arm Flesh Leaving Bone Exposed 

 

A dog mauled an elderly man and ripped off a "chunk of his arm," leaving his bone exposed during the savage attack. The incident took place last week in a park in Derby, England.

Charles Brown, 82, was left bleeding after the attack carried out by a "black, muscular Labrador." According to local media reports, the owner of the dog fled the scene when it attacked the man.

"He’s had his injections, you’ll be fine," the owner said as he ran from the site. Brown managed to call wife Ann, 74, who rushed him to a nearby hospital. Doctors told him he would require a skin graft to repair the damage.

"The force of the dog was indescribable and it knocked me over onto my back. My lower body is all bruised, my back is twisted, and the flesh of my arm was nowhere to be seen... I don’t know if the dog ate it or not, but it was gone, I remember laying in bed that evening and noticing how much flesh was gone," Brown said, according to U.K.'s Metro.

Back Off, Mom
My mom thinks she’ll help care for my first child, but she couldn’t be more wrong. How do I make this clear? 
 

Dear Care and Feeding,

My husband and I want to have our first kid soon. Before we start trying, we need to figure out how to handle my mother.

We aren’t close at all. I maintain a polite relationship with her to minimize guilt trips and dramatics that arise when I keep the much-greater distance I would prefer. She’s learned that there will probably be a kid eventually, and she’s become obsessed with moving near me and being “Grandma’s Babysitting Service.” I’ve tried telling her that wouldn’t work for us, but she says, “You have no idea how hard it will be, especially after the second” or “Why have babies if you’re going to dump them at some day care?” or “You can’t afford good child care.”

We can afford day care, and while it’s expensive, more importantly, it’s not my mother. She was a big believer in corporal punishment and severe “Tiger Mom” parenting methods. I would never leave a kid with her unattended for even a few minutes.

We have major differences in values, and she thinks it’s her responsibility that her grandchildren participate in her religion (she embraces its most judgmental and hateful aspects), which is unacceptable to my husband and me. I don’t want her “help” raising my child, and I don’t want to deal with her guilt trips, unsolicited advice, and other intrusions into the happy and stable life I’ve built for myself.

She claims all her friends live near their grandbabies and take care of them when the parents have to go to work, and that it’s not fair that she might not get to do the same. She has started looking at homes in our area (where she knows no one but us), and, as she can’t afford to live in the city, she’s started telling us to move to the suburbs and get a house with enough room for her to live with us. This is not happening. Is there a way to handle this short of full estrangement while she’s living in a fantasy world and not my metro area?
